The design included a secure and environmentally controlled Special Collections suite. This incorporated a new strong room, exhibition space and reading room as well as a conservation facility.

The floor layouts were designed to place reading areas at the perimeter of the building, providing views across a newly created landscaped square.

An extensive study on the future needs and organization of the library was undertaken, resulting in a phasing plan for the reorganization of the entire library stock over 4 floors, moving 25 kilometres of books.

In a further project, the main Library entrance was upgraded as a Learning Centre.
